Phil Cooper BSc – Director – Cooper and Hall – Quantity Surveyors Leeds, Yorkshire and nationwide. Phil is an expert in project management within the engineering and construction industries, and founded Cooper & Hall Quantity Surveyors Leeds (Harrogate to be more precise) with Graham Hall in 2002. His specialist skills include construction planning and programming, project management and insolvency recovery.Phil is the director responsible primarily for providing commercial, contractual and surveying services to insolvency practitioners. He also handles any planning and project management requirements for clients. In addition, Phil is responsible for the day-to-day running of the business, and is the director responsible for Health and Safety.With over 25 years’ experience in heavy engineering and cladding, Phil has worked on high profile projects including Canary Wharf and Drax Power Station in previous positions.

Graham Hall – DirectorGraham is a co-founder of Cooper & Hall, having set up the business in 2002 with Phil Cooper. Graham’s specialist skills include quantity surveying, contracts management, dispute resolution, financial recovery in post-contract work and contractual problem solving.Graham is equally adept at supporting main and specialist contractors, and private clients.As well as managing a diverse client portfolio, Graham is the director responsible for the design and delivery of contract training within the company.Graham has over 35 years’ experience in the construction industry, having worked in a variety of QS roles, gaining valuable insight into the challenges faced by all parties throughout the supply chain. Immediately prior to founding Cooper & Hall, Graham was Commercial and Contracts Manager at Maurice Hill.

Ian Wilcock BSc MRICS – DirectorIan joined Cooper & Hall in 2005. His specialist skills include measurement and valuation, cost planning, BQ production, build options, value engineering, risk assessment, PFI, and design and build. His internal responsibilities are QA and Training.Ian is also regularly called upon to act as an expert witness in dispute resolutions. He is renowned for his impartiality in the assessment of BQs and is proud to have a 100% record in resolving cases without recourse to adjudication, arbitration or litigation.With over 30 years’ Quantity Surveying experience, Ian has worked extensively within the private and public sectors for main contractors (including design and build), specialist sub-contractors and private clients.Through a variety of procurement routes (including PFI, D&B, framework agreements and more traditional forms of contracting) Ian has worked on projects throughout the UK up to the value of £150m across a varied and interesting portfolio of buildings.Colleagues

Alison Duncan MCIOB – Senior Quantity SurveyorAlison joined Cooper & Hall in 2005, and is a senior quantity surveyor, supporting clients in the delivery of pre- and post-contract services. In her time at Cooper & Hall she has worked on projects valued at up to £30m.Alison’s area of expertise is working on behalf of sub-contractors, supporting them in their negotiations with main contractors.Alison is a corporate member of the Chartered Institute of Building.Prior to joining Cooper & Hall, Alison held posts as an estimator, where she specialised in the restoration of historic buildings, and as a QS involved in social housing, roofing and cladding.

Steve McMillan BSc (Hons) MRICS –  Senior Quantity SurveyorSteve joined Cooper & Hall in 2009 and in his role as quantity surveyor he supports clients in pre- and post-contract activities. His specialist skills are BQs, cost plans and value engineering, and post-contract quantity surveying services. He has worked on projects valued at up to £100million.Steve is working towards becoming a chartered quantity surveyor.Prior to joining Cooper & Hall, Steve gained six years’ experience at Shepherd Construction in York.

Richard Harrison BSc – Quantity SurveyorRichard has worked at Cooper & Hall since 2007, having graduated with a Mathematics degree from the University of Manchester Institute of Science and Technology. In 2012 he completed a five-year part-time Quantity Surveying degree at Leeds Metropolitan University, graduating with First Class honours and four individual prizes.Richard supports major clients with the measurement and preparation of Bills of Quantities and tenders, the management of post-contract work and producing final accounts. He has been heavily involved in the preparation of documents for adjudication processes.

Tom Hornsey –  Quantity SurveyorTom joined Cooper & Hall in 2009. He is currently studying for a QS degree at Leeds Metropolitan University and is due to graduate in 2013. He already has a National Diploma in construction and has gained valuable experience working with Shepherd Construction in York.Tom has supported pre-contract work and is now also working on post-contract projects, involving valuations, pricing variations and cost reporting. Tom also provides technical assistance for internal measuring software.

Matt Ingall-Tombs – Assistant Quantity SurveyorMatt has worked at Cooper & Hall since 2012, he is currently studying for a BSc in Quantity Surveying with the College of Estate Management and expects to graduate in 2015. A qualified carpenter, Matt has previously worked on projects both in the UK and abroad, gaining valuable experience in construction generally. Matt assists in the support of post-contract projects involving valuations, pricing variations and cost reporting for our clients. He has also been involved in pre-contract work consisting of the measurement and preparation of Bills of Quantities and tenders.

He has a Quantity Surveying Foundation Degree with Commendation from Northumbria University where he is now studying a three-year part-time Quantity Surveying degree, also at Northumbria. Richard is gaining valuable experience in pre-contract work, including tenders, Bills of Quantities and cost plans.

Joe Wright – Trainee Quantity SurveyorJoe joined Cooper & Hall in September 2013 after successfully completing his A-levels at St Aidan’s High School. He is in his first year of a five-year part-time Quantity Surveying degree at Northumbria University.
